Explanation of the Mechanism of Effective Compensation System for the Teachers’ Ranking System

The purpose of the present article is to explain the mechanism of effective compensation system for the teachers’ ranking system based on strategic documents and using the content model of the O*NET job network. The research method is qualitative content analysis. Data were collected from strategic documents, including the Fundamental Reform Document of Education (FRDE), Sixth Five-Year Economic, Cultural and Social Development Plan (2017-2021), general policies of the administrative system, the National Scientific Roadmap, the Teachers' Ranking System Law and its executive regulations and guidelines. The agreement percentage among the coders (researchers) was calculated to be 87%. The findings indicate that although strategic documents emphasize the two main dimensions of "job-based payment" and "employee-based payment," the current teachers’ ranking system only focuses on the "employee-based payment" dimension, neglecting the requirements and characteristics of the teaching profession. There is no distinction between dimensions and titles related to teachers' personal and ethical characteristics and their performance. It is recommended that indicators related to personal and ethical characteristics and teachers' performance indicators be separated, and professional standards related to each rank be established. In designing the compensation system, the relative value of each job (rank) in achieving the goals of the educational system should be assessed and compared with similar jobs inside and outside the educational system. |
